I have a house in East-Delhi and I am planning to shifting to North-Delhi on a rented accommodation for personal reasons. Is it possible for me to claim House Rent on my Salary, since i have a house in same city (Delhi), if I am planning to rent out the house in East Delhi.

It doesn't matter whether you own a house. If you have incurred expenses for paying rent, you can claim exemption for HRA.
Please note that you need to pay tax for the rent to be received from your house which you intend to rent.
