Can we really take one transfer without any restriction

Kindly let me know that whether the transfer/termination rules of articleship in terms of Regulation 56(1) of the Chartered Accountants Regulations, 1988 will be applicable those students who have recently granted one time amnesty from ICAI as per the message in september's newsletter or those students can take transfer freely with no restriction/conditions by institute regarding on 1) medical grounds, 2) 50 Kms distance and 3) transfer orders etc.
