I think XBRL is applicable for all listed companies and their subsidairies , hence you have to wait for XBRL

XBRL is applicable only for listed companies & subsidiaries having

1. PSC limit of 5cr & Above  OR

2. Turnover of 100 Cr & Above.

If your subsidiaries does not have the above limit, in my view you can proceed to file annual return.

(XBRL will not be applicable).  Only your Listed company can wait for XBRL Mode of  filing  subject to above limits.

our listed company and its other two subsidiaries fullfills the condition of PSC limit of 5cr & Above  OR

2. Turnover of 100 Cr & Above.

So it means will hold their annual filing and for other subsidiaries not fulfilling the above conditions can be done now.
