Can two persons act as Directors and shareholders simultaneously in a Pvt. Ltd. Company?

There is a requirement of minimum two directors for the registration of a private limited company. Can any two shareholders of the company act as two directors of the company?

hence unless the articles say (and most donot) a director doesn't need to be a shareholder holder and a shareholder has no right to be a director.
