Can taxpayers through courts / PIL ask for a SLA each year for the taxes paid?

Assume you pay 10lacs worth of income tax each year, Should you not get a sla from govt which guarantees atleast something in return, Example no broken roads, no missing footpaths or no open potholes..

Civic guarantees followed by basic guarantees..

Desh seva is a never ending process, to be honest no one is enjoying this robinhood economic model..

Even poor are being looted in gst , eventually all money comes to politicians one way or the another..

High time there is a sla from government..
