File Form No 112 b4 joining CS...

Get prior permision from ICAI...

Or u can file form 112 within 30 days of joining CS or other course...

are you sure can one person do two courses when in articleshp...

Pavitra, as your brother is preparing for IPCC i think his articleship shouldn't have started yet.  So untill his articleship starts he can do both b.com and CS but once his articleship starts, as per rules he can do only one of these two as both cs & b.com will be counted as course.

Hence either he should continue one course without informing institute or should drop one.
