Can GSTR-1 filed without filing of GSTR-3B

Can anyone advise whether GSTR-1 be filed without filing of GSTR-3B.

Yes... You can file GSTR 1 Return if You are not file GSTR 1 return...

If someone not filed GSTR 3B from last 6 months, can file GSTR 1 of last 6 months ( Oct, 17 to Mar, 18)

yes u can file gstr 1 without filing gstr 3b . however both are mandatory
