Can Form 16 be issued for 13 months?

Can Form 16 be issued for 13 months?

Form 16 has been issued from March 2019 to March 2020 to my brother from his office.
If the form 16 was issued  from March, 2019 to February 2020, then the total income would have been approximately Rs. 5,20,000/-. But in the form (March 2019 to March 2020), the total income from salary is 6,25,000. TDS has been deducted 26,900/-. My question is whether Form 16 is issued for twelve months or thirteen months? And how can I file ITR for refund the TDS ? Should the salary be considered from March 2019 to February 2020 or March 2019 to March 2020 ?
