CAN A NON-RESIDENT APPLY FOR LOWER DEDUCTION OF TDS UNDER FORM-13

A non resident selling the property in india and buyer is liable to deduct TDS under section.195 . Can Non-resident apply for lower deduction of TDS under Form No. 13.

Thank You so much for your response sir , i have a small doubt .
if non resident doesn't earn any income in india any previous years and not filed any income tax returns in any previous years, then still can he apply for Form 13.

Non resident is selling property in Bangalore. He wants to have a lower deduction certificate for TDS deduction. He also has some rental Income. Can i apply being his CA from Delhi form 13 online. If yes what is the process , timelines and complications.
