(1) Can a Info Tech Co Employee file his income tax return now in July 2021 for FY 2019-2020? (AY 2020-2021) (he missed his due dates)
(2) Rs10,000 is it true for salary more than Rs5LPA?
(3) Can he REQUEST GOI to waive penalty?
(3) If not, what are the different ways to pay penalty online?

As the last date is already, the he will have to apply for condonation of delay. If delay is condoned, ITR can be filed.
Late fee of 10k is required to be paid at the time of filing of ITR.
