no need to submit any letter..! while registering for pcc u have to obtain form 112 from institute and fill it to get permission to pursue b.com..!...!
form must be attested from the college..!
no need to worry..procedure is very simple..! just hafta submit form 112 with pcc registration form.!
the only denial from institute can be for ur b.com lecs timings...
if they collide with the timings of ur articleship, then ICAI may deny ur permission for b.com..
For e.g. if ur articleship timings are from 10 am to 6 pm, then ur b.com college shd either finish before 9.30 am or start after 6.30 pm
