Quick Summary
If your Chartered Accountant is refusing to provide a No Objection Certificate (NOC) for your company, even after all payments are cleared, you have several options. First, send a formal written request via email or registered post, demanding the NOC within a specific timeframe, and keep records of any demands for money. If this doesn't resolve the issue, you can file a complaint with the ICAI regarding unethical practices, which could have serious consequences for the CA's career. Alternatively, you can initiate the process under the Companies Act, 2013, though this may take several months.

Give him a formal request letter via email or via registered post asking him to provide all the necessary clearance as required by next 30 days or so. Keep all the conversation of money demanded as a proof for further evidence.

If the formal request doesn't not yield any positive results you can file a complaint against the CA for carrying our Unethical practices with ICAI which can have a huge damage to the carrier and future prospects of CA if all claims are proved.

It is better for everyone to act ethically.
Moreover, As per Companies Act, 2013 you can file Adt 2 but it is a lengthy process. it will take 2 to 3 months. As Asha mam said one must have ethical practices. you must have valid evidence to prove his/her malpractice.
