Go to icai ssp portal , login with your credentials and there you will find the tab of membership registration form 2. If you have passed the ca exam nov 2019 attempt the ssp portal will take fews days for form 2 to be available in your id.

Atleast 1 week, it totally depends upon the IT cell of ICAI.
