While the final CA qualification is recognized as equivalent to a Post Graduate degree in India, the CA Intermediate/IPCC level does not hold a formal "Undergraduate" status in the Indian education system. If you require a graduation degree for professional or academic eligibility, you should pursue one through a recognized university.
