Is there any official announcement regarding the CA Final Examination being in open book format? If yes, does anybody know since when this will be applicable?

CS Institue already started open book exam.
Open book exam only for very limited papers in CA final from 2017 onwards.
Most of the institues at abroad are introduced open book exam.
Open book exam is not an easy task.
