it wont be relevant for may final. beside you seem to be of cpt :)
why are you worried about that. let the bill be sanctioned from rajya sabha, then it will go for president's signature with a specific dateof its application. so awiat for the developments

IT WON'T BE APPLICABLE BEFORE NOV,2013 ATTEMPT
It will not Applicable Until it will pass from Rajya Sabha,and President Signature. thats why,,it takes more month to pass ok,,dont worry upto 2013 November
