yes it is allowed

You can use blue or black pen.. whether ball pen or gel pen or ink pen. Candidates need to bear in mind a good quality pen which is less strenuous to your fingers and fore arms should be used. This will help in smooth flow of writing. As far as possible try avoid ink pens, because due to rain or wet conditions in December, the answers may become invisible for reading.

You can use waterproof gel pens. It is the best for good handwriting and it is safe.
