C Forms issuance
can single C Form be issued for whole year?

Earlier (in pre=GST regime), some states allowed monthly and some quarterly but have not come across states accepting single C form for the whole year.
Let's see what others would say.
I think C form is issued quarterly. For a year you need to issue separate C Form for Each Quarter.
Will C forms of different quarters be mixed.eg sale on last day of the quarter be reflected in next quarter

Yes, it is possible. Earlier some states had implemented waybill concept (similar to ewaybill now) and customers from such states used to issue C forms only after receipt of materials.
