But E- 1 is issued for subsequent sale. In this case it is not a subsequent sale. 

I am also facing the same problem. A dealer in UP makes interstate purchase in Gujarat and sends the goods to a job worker in Maharashtra from where final goods are brought in UP on road permit. Since the original goods have not entered in UP, no road permit form 38 has been issued. How to issue C Form to dealer in Gujarat. Can any body advise!
