A person having gst in india , now he open a business in overseas with partnership, Is he need to amend in his GST registration in India? He is going to to export from india and sales in singapore.

Gst is applicable within indian. you will have to follow commercial tax rules of Singapore the branch in Singapore.
No need to have separate registration.
