is it mandatory to circulate agenda in notice of board meeting?

not, but agenda should be circulate atleast 7 days prior to meeting.
No it's not mandatory as per sec 173 of companies act 2013, but generally as a good secretarial practice,the notice is accompanied with the agenda of the meeting.
Notice and agenda can be sent separately. however both should be sent before 7 days of tge meeting
Companies usually send notices long before the date of meeting like 21 or 15 days.So that directors block date and time.

As per Secretarial Standard 1 Agenda and notes to Agenda shall be sent at lease 7 days before the date of Board Meeting but if Articles of the Company prescribes longer period, it shall be sent according to the articles. So Provisions of the articles shall prevail
no but agenda should be circulate atleast 7 days prior to meeting.
If the articles of Association specifies the longer period, then such longer shall prevail over 7 days. As per Secretarial Standard it is specified unless restricted by articles.
