Blue- Black Ink?

In the instructions it is being clearly mentioned about color as "Blue or Blue Black".  Only advice is being given not to use of ball point pen.  Now it is upto you to decide.

Please use Blue Pen, Ball Pen.

Dont use Gel or Ink Pen. as the paper quality is not all that great and use pencil to Underline the important headings and words.

Yes,we can use blue ball pens.But some1 has said that pencil can be used for underlying important points & headings,which i think is prohibited. Plz throw light into this matter.
