Blame game of nsdl to it department

Sir,

   Me and my friend started a partnership firm here in tinsukia and done all the paperwork required for small scale industries , then as normal we applied for a PAN . Which we recived in ower email on 7th june of  2018 .from  then we are trying to  register PAN in income tax efiling site and GST site  but it shows Your PAN does not exists in  data base,

please any body helps as NSDL CALL CENTER putting blame on IT ,saying they have issued the pan and IT department says nsdl have sent u  wrong infor mation . putting blame on each other.
