Bill to ship to gst

dear all,
have a query regarding bill to ship to in gst
1. Mr. A is a trader and gets a purchase order from Mr.C for supply of goods
2. Mr.A places same order with Mr. B manufacturer and asks to deliver goods to Mr.C directly
3. now in this case two invoices ie B to A and A to C are there, but at different price per unit. so invoice value is different for both invoices
4. while raising e way bill, to maintain this secrecy of price of goods, Mr.A has to raise eway bill under bill to ship to concept with his invoice ie A to C and while transporting the goods, can we keep only this invoice ie A to C alone?
