What are Basic Concepts of RCM? and what are rules governing it..??

In RCM tax will be deposited by receipient in the place of service or goods provider. first they have to calculate taxes on transaction have to deposit and the same will be available for input tax credit.

plz read section 9(3), 9(4) are of RCM, but 9(4) has been deferred to 30/6/18
