Is the late fee waived or not by the govt.?

Rs.200/- per day i.e 100 for CGST & 100 for SGST
Earlier it was waived right?
No, It was not waived Earlier too. Govt. Tricked.
But earlier it was not levied. Couple of days ago I filed returns without late fees.
