2. If so. Can a auditor who is not on the new panel conduct the statutory audit of the Society.

As per my knowledge there is no postponement or suspension of Applicability of amendments to the cooperative societies act & yes Auditor must be a registered on Panel of Co-operative Societies for conducting statutory audit of a housing society...
