Attestation on Academic certificates by a non-practising CA

CA without COP cant sign Academic certificate for Attestation ... It must require seal with membership no.

 But sometimes if u hav to make attestation for Govt. Exams they cannot accept .. they force to make attestation from Notery or class 1 officer...

That is what i m confused about? I cannot understand how can the attestation be done..
