whether is it possible for a member of ICAI (not holding COP) to sign the examination form or attest the same ?

Any member of ICAI can sign /attest examination form whether or not he /she is holding COP.

Is there any notification by the institute or link where the same can be confirmed ?
No notification is necessary. The exam form says "member", so any member can attest
