For M.Com a Gazzetted Officer (SEO or Police Officials) is recommended. However they are not that keen on who is Attesting it as far as they see a STAMP. So a CA in Practice who will be having his Office seal & a True Copy stamp can attest it.

CA exam forms can be attested EVEN by a CA in INDUSTRY, provided the articleship is over. Mainly the form (CA FINAL) ask for the signature of the Principal.
Yesterday itself i submitted the form for CA final Nov 09 exams. Since my articles is over i got it signed by a CA not holding COP but is an Active member of ICAI having valid Membership no.
I had called Institute, they said its ok.
The form asks for office seal, but its okay if it is not there since a CA who is an employee wont be having one.
