Atc

I had completed training 3.5years and already passed PCE plus ITT, already applied for Atc certificate but today I received call from Atc department they told me pay 1000 fees and complete orientation and disconnected the call , all numbers of icai busy all day no response , tell me please is orientation necessary for PCE PASSED CANDIDATE AND ALSO any others exam or training required or not like 1yr industry traing or atc exam , please clarify my doubts
