What is form 119 and how we can apply for it?

If you have completed articleship and your principal is not signing the form 108 then you may use form 109 in duplicate.You may send it to ICAI Delhi and a copy to your principal by speed post.
If your principal doesn't react or sign the form 108 then your 109 act as automatic approval of completion of articleship
