Is it necessary for a pcc student to submit form no.112 for articleship if he/she wants to opt B.Com(A&F) with it?

After 01/04/2007 ; A student doing articleship should submit form 112 if he/she wants to pursue B.com.(be it in any institution including Ignou)
Is it 01/04/07 or 01/04/08 Please clarify...
