I want to know that who will be the Appropriate Govt. in a case when an establishment belongs to or is under the control of any State Govt. and has branches in more than one state as per section 2(a) of Payment of Gratuity Act, 1972.

State govt. Becoz d entity is originally formed & control by state govt notwithstanding of its branches is located anywhere in india

can you please tell me that are contract employees entitled to receive gratuity under the act?
The principal employer is bound to pay gratuity to the contract employees.
