Applicability of VAT TDS on lease rentals

I want to have a clarification . Whether Tax is to be deducted at source on the consideration paid for hiring any equipment like crane , car , bus etc. for use in business , where the Contractor who is providing the said equipment etc. is situated in the same State as that of a VAT dealer .

If provisions are different in different States , especially Southern States and Maharashtra , would like to have the same.
