Applicability of tds or equalization levy

Dear Experts, M working in a online (digital) advertisement company. We are making payment to Facebook & Google Asia in USD. There is one more vendor in the name hasoffer (Tune) we have to pay in USD to this vendor, they don't have PE and PAN in India . Nature of work we directly post our advertisement on Facebook & google but hasoffer helps us in counting the unit delivered on Facebook or google. Plz let me know equalisation levy applicable on all three vendors or not.
