applicability of taxes under WCT

could u please clarify on the following issues:-

1. Under new provisions..how a company will make a bill under WCT..please define VAT and service tax liability with an illustration

2. what wouldbe rate of taxes if billing from UP to Punjab, with in UP and Up to Haryana

please consider that all work is done on WCT basis
