Is provisions of section 180 applicable for borrowals done prior to its applicability date i.e 12.09.2013. does this section affects transaction retrospectively.

No, borrowings done prior to Sept 12,2013 would continue to be governed by Sec 293 of Companies Act,1956.....
so upto september 2013 section 293 wil be applicable and thereafter section 180 right....?
