whether excise duty will be applicable on readymade garment brand owner producing goods from jobworker on job work basis and just selling the goods under its brand name.

Brand owner getting the ready garments manufactured on job work is principal manufacturer hence excise duty is applicable if the turnover crosses the applicable limit.
