It is just proposed and not applicable for May 2008 exams.

No, AS 30 & 31 are not applicable for May 2008 examination. and also you don't try to read it also because if you will read you will never understand the AS's. and the real fact is that when AS 30 & 31 are makes applicable all the existing accounting standards will be changed. so don't confuse yourself by reading the AS 30 & 31
