I found that a Brick seller saying that it is a normal practice for not taking the registration even if the sale of bricks exceeds 20 lakhs( In a rural area) by all the sellers. Is it found to be true ?

If state in which he has business has adopted threshold limit of 40L otherwise there is no exemption as per my knowledge.
If turnover exceeds 40 lakhs rupees then GST registration is required

The rate of GST on Building bricks fixed by GST council at the introduction of GST in July, 2017 is 5%
