  This is a kind of control and harassment over the dealers being done by the department. Every dealer is supposed to file periodical returns,even if it is nil,within due date. Otherwise, penalty and interest are imposed. Further, a registered dealer gets many facilities like online issue of statutory forms etc.In order to regulate these matters department staff deregister an erring dealer,so that no dealer misuses the electronic facilitiesHence please try with the vat office to get the de-registration cleared and then you can operate your account normally....mjk
