the institute announced on 9th July 2009 that it is consodering reduction of articleship period by 6 months....is there any further action on this front?

till now no notification regarding the same. now i am feeling it may be dummy. its my opinion
i send the same quest to the institute . i got reply as copied below
Dear Student,
The Institute constituted a Study Group for considering issues relating to permitting CPT students to appear in CA Final Exam during the last six months of their articles and reduction in the period of articles for PCC students from 3½ years to 3 years on 1st July, 2009. The Group’s recommendations and approval of the Council are awaited. Thereafter, if need be, the regulation might also require amendment for which approval of the Central Government would also be required.
