A Taxable Person who have not filed his GSTR 3B Returns for the last 9 months.
Can he file his Annual Return in Form GSTR 9 ????
Plz refer the relevant provisions of the Act relating to this matter and also any Notification ( if any ).

nope you have to fulldill your all compliance like gstr 1 , 3b then you can file gstr 9 ( composition final return )
