ANNUAL RETURN FILING FOR CLOSING PVT. LTD. CO.

One of the Pvt. ltd. co. is being closed.  But its annual returns and bs are not filed for FY 2020 and FY 2021.  Is is mandatory to file the returns? OR else can we just file for FY 2021 and go ahead with the closure.  Will the ROC allow ? please reply urgently.
