If i have made local purchase in the state of andhra pradesh by paying 12.5 % vat and then sell the total material by paying 2 % cst out side the state of andhra pradesh, Will I get the refund of my Vat which has been paid on purchase?

Hi,
In this case you are the end customer in your state hence you can not get VATcredit for your purchase. you will have to consider VAT amount as cost of your material.

Yes, You can claim refund. the amount you paid VAT as a Input tax Credit and amount you collect from buyer as a Out put tax.
