Dear advisors
while filling the GSTR1for the month of April 18, I observed that, we should enter the gross turnover in GSTR1 for the preceding financial year that is 17-18
My doubt is i should enter include tax amount or exclude tax amount
And also I should include in turnover of the reverse charge value, which I am paying on GTA
please advise me as soon as possible.

It should be excluding taxes and excluding RCM value. Refer to deifinition of Aggregate turnover in CGST Act. You will get the answer.

As per section 2(6) CGST Act,
Aggregate turnover not includes the RCM amount & Tax (GST) amount.
