Quick Summary
If your wedding venue booking was cancelled due to COVID-19, you are generally entitled to a full refund of your advance payment. Regarding the GST component, the venue supplier may need to claim a refund from the government first before they can reimburse you. There are specific circulars from CBIC that clarify this position, supporting your right to a refund in such circumstances.
It's long period. you booked in Dec 2018. supplier may not refund GST now I guess. He can file a refund claim and once he receives refund, he can refund you the gst amount.
with regard to the advance amount, he is ideally liable to refund entire amount unless he deducts any charges towards cancellation.
