Does that mean one is forced to abort business and search for job or spend lacs on goodwill. There must be a way to encourage people to venture into business

Not that exactly; but without any valid address how can you be followed in case of any default!!!!!!
Address proof is to search u, and find out u if any litigation happen in future like to send u notice by post or certificate of registration by post.
