Actionable claim?

Actionable claim means if someone have rights to claims than he can claim it... Example is lottery ticket, if u purchase a lottery ticket than u will have right to claim if u have it after action completes and action is draw of winning... There fore if in draw(action) ur lottery ticket wins than u have right to claim it
